#19 The Reform of the Inter-American Commission on Human Rights

The Inter-American Commission on Human Rights (IACHR) is a cornerstone of the human rights advocacy and protection system we have in the region. Over the past two years, the Commission has undergone a process—officially called “strengthening,” but which at times seemed to be “challenging”—that ultimately achieved a semblance of reform. All indications are that the changes adopted as a result of this process will improve the Commission’s performance and its ability to meet the current needs of the region.

#18 Current challenges in seeking justice for serious crimes of the past

In 2013, several important trials took place for crimes committed during the dictatorships in Latin America. These trials showed us, on one hand, that the investigation and punishment of those acts remain unfinished tasks in the region, and on the other hand, that national courts have become the new leaders in the fight against impunity. The central role of the victims and the organizations that support them must be given due recognition.

# 16 Reflections on Strengthening the Inter-American Human Rights System

n June 2011, the Member States of the Organization of American States (OAS), gathered at the General Assembly in San Salvador, decided to form a Special Working Group to Reflect on the Workings of the Inter-American Commission on Human Rights with a view to Strengthening the Inter-American Human Rights System. The Working Group was charged with preparing a set of recommendations to be submitted to the Permanent Council of the OAS by the end of the year.

#15 Business and Human Rights: A Complex Relationship

In early September 2011, Peru enacted the “Law on the Right of Indigenous or Originary Peoples to Prior Consultation Recognized in Convention 169 of the International Labour Organization (ILO).” At the domestic level, this law affirms the right of indigenous peoples to be consulted before the enactment of legislative or administrative measures that could affect their collective rights.
