{"id":21968,"date":"2022-11-24T15:41:01","date_gmt":"2022-11-24T20:41:01","guid":{"rendered":"https:\/\/dplf.org\/en\/?p=21968"},"modified":"2024-09-16T15:42:00","modified_gmt":"2024-09-16T19:42:00","slug":"guatemala-organizations-applaud-recent-u-s-treasury-sanction-targeting-russian-corruption-in-the-mining-sector","status":"publish","type":"post","link":"https:\/\/dplf.org\/en\/2022\/11\/24\/guatemala-organizations-applaud-recent-u-s-treasury-sanction-targeting-russian-corruption-in-the-mining-sector\/","title":{"rendered":"Guatemala: Organizations Applaud Recent U.S. Treasury Sanction Targeting Russian Corruption in the Mining Sector"},"content":{"rendered":"<ul>\n<li class=\"rtejustify\">\n<p class=\"rtejustify\">The undersigned organizations applaud the U.S. Department of Treasury\u2019s Office of Foreign\u00a0Assets Control\u2019s recent action to\u00a0<a href=\"https:\/\/www.state.gov\/targeting-russian-corruption-in-the-guatemalan-mining-sector\/\" target=\"_blank\" rel=\"noopener\">sanction\u00a0<\/a>Russian and Belarus actors engaged in corruption\u00a0schemes involving the Compania Guatemalteca de Niquel (CGN), Compania Procesadora\u00a0de Niquel (ProNiCo), and Mayaniquel (subsidiaries of the Solway Investment group) &#8211; a\u00a0Russian enterprise that has exploited Guatemalan mines since 2011. This is a significant step\u00a0towards combating corruption and promoting accountability in Guatemala.<\/p>\n<p class=\"rtejustify\">\n<p class=\"rtejustify\">Dismantling Guatemala&#8217;s illicit networks behind the corruption and weakening of democracy\u00a0requires these types of measures. This case in particular exemplifies how members of the\u00a0private sector use their economic power to infiltrate government institutions and co-opt justice\u00a0sector officials through bribes in order to illegally advance their interests. In addition to revealing\u00a0corruption schemes, these sanctions also show how some in Guatemala\u2019s mining sector have\u00a0used their connections to the Guatemalan government\u00a0<a href=\"https:\/\/elpais.com\/internacional\/2022-03-06\/asi-se-compra-un-estado-como-una-minera-rusa-corrompio-a-todos-los-poderes-en-guatemala.html\" target=\"_blank\" rel=\"noopener\">to repress\u00a0<\/a>indigenous communities that\u00a0oppose the exploitation of their natural resources. Human rights defenders in Guatemala have\u00a0denounced how the army and the National Civilian Police have burned their land and used force\u00a0to evict people.<\/p>\n<p class=\"rtejustify\">\n<p class=\"rtejustify\">We strongly encourage the United States government to continue using the diverse authorities\u00a0and tools at its disposal to promote the rule of law and human rights in Guatemala. It is equally\u00a0important for the United States to make clear that links between corrupt private sector actors\u00a0and current government officials undermine democratic governance and economic development\u00a0opportunities in the country. Economic and financial sanctions should lead to the criminal\u00a0prosecution of individuals linked to those designated by the Treasury Department.
