David Lovatón is a Peruvian lawyer, holding a Master’s degree in Constitutional Law and a Doctorate in Law. He joined DPLF in 2015 as a Senior Legal Advisor, bringing his extensive expertise to both the Climate Justice and Human Rights and the Judicial Independence Program.
In addition to his role at DPLF, David is a full professor at the Faculty of Law at the Pontificia Universidad Católica del Perú (PUCP), where he also serves as the head of the Academic Department of Law. His teaching experience extends beyond PUCP, having served as a visiting professor at institutions like the Academy of the Judiciary of Peru (AMAG) and the Inter-American Institute of Human Rights in San José, Costa Rica (IIDH).
With a 25-year tenure at the Instituto de Defensa Legal (IDL), David rose to lead the organization as its director. He represented civil society in Peru’s Special Commission for the Comprehensive Reform of the Administration of Justice (CERIAJUS) and served on the board of directors of CUSO International, a Canadian organization based in Ottawa.
David also directed the Center for Research, Training, and Legal Advice (CICAJ) at PUCP and has provided consulting services to international entities such as the United Nations Development Program (UNDP), the General Secretariat of the Organization of American States (OAS), and parliamentary commissions of the Congress of the Republic of Peru.
David has contributed to legal scholarship with numerous publications and articles, covering topics from the Inter-American Human Rights system to military justice, judicial reform, and anti-corruption efforts.
Further complementing his academic and professional experience, David holds a postgraduate degree in Transparency, Accountability, and Anti-Corruption from the University of Chile.
