Ramiro Orias, a Bolivian lawyer with a Master’s in International Studies, is a prominent human rights advocate. Ramiro joined DPLF on 2017, serving as Senior Program Officer, actively participating in initiatives and projects across countries such as Bolivia, El Salvador, Nicaragua, Venezuela, and Mexico. since 2024, Ramiro leads the Corruption and Human Rights as Program Director,

With over two decades of experience, Ramiro has dedicated his career to advancing critical issues like access to justice, criminal justice reform, human rights, and international law. Throughout this period, he has employed various methods, including public advocacy campaigns. His valuable work as an international consultant has led him to engage in projects that build capacity in civil society organizations, strengthen the rule of law, promote judicial independence, and advance human rights across the region.

Ramiro brings an international dimension to his work, having participated in the Hubert H. Humphrey Fellowship Program (2015-2016) at the Washington College of Law, American University.

As the founder and former Executive Director (2010-2015) of Fundación Construir, he spearheaded public campaigns to improve access to justice for indigenous peoples. He also worked to foster understanding, acceptance, and support for criminal justice reform in Bolivia. Additionally, Ramiro coordinated a citizen monitoring project on pretrial detention and promoted initiatives on freedom of association, electoral transparency, and citizen participation. As Deputy Director of the “Citizens Working for Justice” Program (2003-2009), implemented by Partners of the Americas, he played a key role in promoting criminal justice reform in Bolivia.

In the academic field, Ramiro has shared his expertise as a professor of Public International Law at the Bolivian Diplomatic Academy, the Faculty of Law at the Universidad Católica Boliviana, and in the Master’s Program in International Relations at the Graduate Center of the Universidad Mayor de San Andrés (CIDES-UMSA) in La Paz.

Currently, Ramiro has earned significant recognition as a member of the Inter-American Juridical Committee, having been elected by the OAS General Assembly for the 2021-2024 term.
