Luis Pásara is a Peruvian lawyer with a doctorate in Law. He has distinguished himself in both the legal and academic fields due to his profound knowledge and ability to analyze and address the challenges facing justice in Latin America.

Luis has served as a consultant for renowned international organizations, including the Inter-American Institute of Human Rights and the Andean Commission of Jurists. His experience extends to significant collaborations with entities such as the United Nations, the World Bank, USAID, EuroSocial, DPLF, and the Legal Defense Institute in Peru. He has also worked within the judicial systems of multiple countries, including Peru, Argentina, Ecuador, Guatemala, and Mexico.

Between 2004 and 2011, Luis was a researcher at the Inter-University Institute of Ibero-American Studies at the University of Salamanca, where he became an honorary member. Additionally, from 2002 to 2004, he served as a visiting research professor at the Center for Research and Teaching in Economics (CIDE) in Mexico. From 1996 to 2000, he led judicial issues at the United Nations Verification Mission in Guatemala (MINUGUA).

His influence has also extended to prestigious institutions such as the Woodrow Wilson International Center for Scholars in Washington, D.C., where he was a fellow in 1980 and again in 2011-2012, as well as at the University of Notre Dame, where he received the same distinction in 1985 and from 2000 to 2002.

Luis obtained his law degree and doctorate in Law from the Pontifical Catholic University of Peru, where he later served as a professor from 1967 to 1976. He completed his education with postgraduate studies at the University of Wisconsin. In 1977, he founded the Center for Studies in Law and Society (CEDYS) in Peru, leading the center as director and researcher for a decade.
