Úrsula Indacochea

Úrsula Indacochea is a Peruvian lawyer with a Master’s degree in Constitutional Law. She joined DPLF in November 2015, where she plays a central role in coordinating the monitoring and technical assessment of the selection processes for high-level officials within the justice systems of Latin American countries, based on international standards and best comparative practices. She also leads the planning of projects and applied research on the main obstacles and challenges facing judicial independence and prosecutorial autonomy in the region.

Before joining DPLF, Úrsula held a prominent position as a senior associate at a Peruvian law firm, where she worked in the areas of Constitutional Law and Litigation. During this time, she participated in high-profile court cases and provided consultancy services related to judicial career reform in her country. She also dedicated time to pro bono work on minority rights. From 2012 to 2013, Úrsula served as a Legal Fellow at the Rapporteurship on Human Rights Defenders of the Inter-American Commission on Human Rights (IACHR), an entity responsible for protecting the independence of justice operators.

Úrsula conducts research in legal theory, constitutional law, judicial reforms, constitutional litigation, and international human rights law. Her valuable contributions are reflected in numerous publications in specialized journals and collective books that address these critical topics. Additionally, she is a co-founder of the civil association “Constitucionalismo Crítico,” which focuses on the study and promotion of constitutional law from a critical perspective. Since 2021, she has been a member of the International Association of Constitutional Law.

Her academic background includes a law degree from the Pontificia Universidad Católica del Perú (PUCP) and a Master’s in Constitutional Law from the same institution. She has also broadened her academic horizons with Advanced Studies in Human Rights at the Universidad Carlos III de Madrid.
